The deal then turns over his 4 other cards to see if he qualifies. In order for the dealer to qualify he must have at least an Ace and a King. If he doesn’t dealer doesn’t qualify and the player wins even money on his ante and the raise will push.
If the dealer does qualify plus beats the player, that player loses his ante and raise. However, if the dealer qualifies but loses to the player, the ante is paid in even money and the raise will be paid according to a table of pays. If player and dealer end up tied, then ante and raise will push.
